Obstacles Remain for Aid Distribution in Northern Gaza Regardless of Temporary Peace

While the Rafah crossing at the Egyptian border becomes operational in the coming days, aid groups encounter substantial obstacles providing aid to the northern region, the region worst hit by food shortages, specialists report.

Infrastructure Problems

Key roads are almost impassable due to widespread damage across the devastated territory โ€“ or remain under the control of Israeli forces. Any vehicle that stops working is probably will be immediately stripped.

The primary crossing, the key gateway to the northern region, devastated by 24 months of conflict, has been closed for multiple weeks, and Israeli officials have informed humanitarian organizations in Gaza that there are no immediate plans to activate the border point, per reports from humanitarian staff.

Devastation in Northern Territories

The northern urban center was the objective of a major Israeli offensive initiated in August that was continuing when the peace agreement was signed a week ago.

Devastation in the northern region has been widespread, with complete communities including Beit Lahiya and neighboring towns in ruins as well as many of the outlying areas of the main city.

"Any activation of a border point into Gaza is beneficial, but we need to guarantee we can reach people where they are," commented a senior director from a relief agency.

Aid Situation

Local residents said many of the approximately 300,000 people who have gone back to the northern area from the overcrowded coastal zone where they had been sheltering during the armed conflict were now "living" among the ruins of their homes, often without any protection and with limited nutrition or hydration.

A spokesperson from a UN agency said the devastation in the northern territories was "shocking".

"It is neighborhood after neighborhood, structure after structure ... there is urgent requirement for clean water. Conditions are severe. We need each access route operational," the official, who was in the urban center in recent days, added.

Limited Access

An organization head based in Gaza City said the requirements in what used to be the area's active economic and social center were "immense".

"People have positive expectation and hope but there needs to be immediate enhancement on the access routes. We haven't seen substantial progress on the situation yet," the official commented.

"We continue to receive a very limited amount of assistance [and] we are only starting to grasp the level of destruction. Numerous roads are completely covered in ruins ... there is hardly any residence that is safe. There is damage and unexploded bombs across the region."

Ongoing Changes

On Saturday, relief groups said small quantities of essential fuel entered Gaza for the first time in multiple months, along with consignments of flour, rice and produce. The new supplies sent commercial prices decreasing.

Within a central community, a community member said there had been some improvement since the ceasefire.

"The markets are containing products, vegetables, and produce, although the rates are continuing to be expensive and not accessible for all people," the person commented.

Cold Season Preparations

"The crucial necessities at present, specifically due to the approach of the cold season, are to have a shelter to protect us from the low temperatures and warm garments because the shops do not have sufficient clothing for us or, if they can be found, they are very few and prohibitively costly."

Several organization-assisted bakeries in mid and southern regions have begun working again since the peace agreement.

Assistance Transport

Trucks were announced to have entered the Kerem Shalom crossing through Israeli territory to Gaza during the week, though exact numbers were unclear.

Israel's media outlet announced that the day's assistance transports would include nutritional supplies, healthcare equipment, energy sources, propane and materials to repair essential services.

"Assistance resources keeps coming into the Gaza territory through the Kerem Shalom crossing and additional routes after Israeli security inspection," an Israeli security official commented.

Distribution Complications

But tracking the volume of transports could be deceptive, advised a specialist from a relief agency. "We need to know what is in the vehicles and their loading status for it to be a genuinely useful metric," the official stated.

Commercial operators are transporting groups of transports containing chocolate, carbonated beverages and snacks, which have little nutritional value, while critical care for young people or individuals who have gone without adequate food for multiple years are limited.

Healthcare Conditions

Within the northern urban center, only seven healthcare facilities are functioning, compared with 45 in July.

Various groups have significant funding worth of supplies stockpiled in the region pending distribution. An international organization working with Palestinians across the territory for decades has three months' worth of nutrition for the entire population ready to be distributed.

"We maintain the materials, the instruments and the expertise ... we simply must have the access," said a relief official, recently returned from Gaza.

Governmental Factors

A proposed plan details that "comprehensive" assistance should be delivered to Gaza and be provided through the UN and the Red Crescent, without disruption from both armed factions or government forces.

This appears to exclude the debated government-supported relief agency which commenced activities in earlier this year, causing chaotic scenes and multiple fatalities as crowds of aid-seekers assembled around its aid locations.
